On August 15, it was discovered that the New York DMV issued 23,000 drivers licenses to temporary residents here on visas during Phase 1 of former Governor Spitzer's failed plain to issue driver's licenses to undocumented residents.This new method ended the earlier practice of issuing licenses marked "VISITOR/TEMPORARY RESIDENT" with an expiration date commensurate with that of the visa belonging to the person issued the ID.Although the DMV soon stopped issuing the licenses and returned to the old method, there are now 23,000 drivers licenses the will be valid for 8 years even as visas expire in a maximum of 5. The DMV has refused to recall these licenses and issue new ones marked VISITOR/TEMPORARY RESIDENT. 19 of the 23 hijackers on September 11th were here as temporary residents who overstayed their visas. Having a regular drivers license will allow those here illegally to acquire other forms of government ID, receive social services, and even register to vote.Assemblyman Greg Ball rose to prominence when he led the charge to stop Spitzer's plan to issue these IDs.
