The city of Palm Bay, Florida has contracted to clear overgrown lots in the city, an action welcomed by area residents worried about the lots being a fire hazard after last May's devastating brush fires. "Are we all global village idiots whom television has reduced to voyeurism, or has television so deadened us to catastrophe that we can't tell a real crisis from a fictional one?"In this song, one that conjures up images of a modern-day Atlantis, Dylan and Levy weave a tale containing a colourful cast of characters, including a suicidal Greek man, a compulsive gambler, and more than a handful of highly self-confident other major players. Here, the cast of characters, in their blissful ignorance and delusions of grandeur, are swept under by a natural disaster that, from all accounts, seems to have been a long time coming. The vast majority of this song takes place on "ground zero" for the catastrophic event, but in the end, takes a surprising turn. Again, Dylan, known for his lyrical "sleight of hand", radically changes the perspective on the listener, giving a whole new twist to the tale. At the same time, however, the apathy found in the last verse can be shrewdly threaded directly to those other instances found throughout the story. Bob Dylan - Black Diamond BayCopyright - 1976 Columbia RecordsAs described by Heylin, the "Black Diamond Bay" describes the destruction of a tiny island, observed from two perspectives: from a hotel on the island itself and from the narrator's point of view through a television news report. The song essentially describes what the people on the island at the time do with the time that they have left when they realize that they are about to die. The various characters tend to fend for themselves, panic, and in one case commit suicide, rather than collaborating to find a way to save each other. The song also describes the news-watcher's indifference to the catastrophes he hears about on TV, as the narrator goes to get another beer rather than watch the news story about the catastrophe on the island. He says "I never did plan to go anyway to Black Diamond Bay." Joseph Conrad's Heart of Darkness was a major influence to this song, which references many of its themes.
